Joplin planning commission approves easement vacation, rezoning and annexation requests; tables one annexation

The Joplin Planning and Zoning Commission on an unanimous voice vote approved three land-use actions and tabled a fourth after staff flagged a mapping error.
Phil Endicott, representing applicant William Endicott, sought final approval to vacate a utility easement to complete a new home at 3347 South Joplin Avenue and told the commission he had filed a new legal description with the county. Mr. Landis moved approval of case 001-25, Mr. Spruce seconded, and the commission carried the motion by voice vote.
Patty Johns, speaking for the property at 8125 East 26th Street, said Acer Technologies "has acquired a large contract from the United States Navy" and needs a rezoning from R-1 (single-family) to M-2 (heavy industrial) to expand in the Crossroads Industrial Park. With no public opposition, Dr. Rosenberg moved to approve case 002-25; Mr. Landis seconded, and the rezoning passed by voice vote.
Tyler Bellairs, the city representative handling two annexation cases, described case 003-25 (18775 Apple Road) as a voluntary annexation intended to make the parcel contiguous with city limits for future industrial development; city staff raised no objections. Dr. Rosenberg moved to approve the annexation and Ms. Phillips seconded; the motion passed by voice vote.
On case 004-25, Bellairs told the commission the parcel advertised in the legal notice did not match the map presented to commissioners and that the property was larger than the parcel shown. "I am going to ask that this case be tabled so we can bring it back with the correct map," he said. Mr. Landis moved to table the item and Ms. Phillips seconded; the commission voted to table the case so staff can re-advertise with a corrected legal description and map.
Chair noted the cases will be presented to City Council on Monday, Feb. 3, 2025. The commission adjourned following a motion from Mr. Landis and a second from Ms. Warren.
The meeting record shows motions carried or were tabled by voice vote; roll-call attendance indicated Commissioner Klue Michael was excused.
