Clatsop County adopts FY 2026–27 county and district budgets totaling multiple millions

The Clatsop County Board of Commissioners completed a series of public hearings and adopted the county’s FY 2026–27 annual budget and budgets for several related special districts.
Finance Director Andrew Sullivan told the board the county budget approved earlier by the budget committee totals $108,591,640 and includes a property-tax rate of 1.5338 per $1,000 of assessed value for operations and a local-option levy at 0.07 per $1,000. Sullivan said staff proposed an adjustment to increase appropriations for public road and drainage improvements from $7,500 to $25,000 (a $17,500 increase) to cover culvert and drainage repairs in unincorporated areas; the funds will come from discretionary general-fund dollars and require related contingency and transfer adjustments to balance the budget.
The board moved and seconded a resolution to adopt the county budget; after closing the public hearing with no speakers, the board approved the resolution by voice vote.
The board also adopted five related budgets presented during the same session: Clatsop County Road District No. 1 ($4,411,750), Clatsop County Rural Law Enforcement District ($4,601,640 with a tax rate of 0.7195 per $1,000), Westport Sewer Service District ($413,890), and the County 4‑H and Extension District ($1,320,140). Each district budget was presented by the finance director, opened for public hearing (no commenters), and adopted by voice vote.
Commissioners discussed pavement-management practices and asset planning for county roads and facilities; staff noted the county uses pavement-condition data and multi-year plans to prioritize work. One commissioner asked for continued attention to strategic capital planning for facilities and roads.
