County adopts annual update to 2021 strategic plan, affirms FY 2026–27 priorities

The Clatsop County Board of Commissioners approved the proposed annual update to the county’s 2021 strategic plan, a document staff said consolidates accomplishments and identifies priorities for fiscal year 2026–27. Amanda Rapinchek, management and policy analyst, presented the update and described two main sections: progress highlights across governance, infrastructure, economic development, environmental quality and social services, and the proposed FY 26–27 priorities.
Board members praised the document’s presentation and communication design. One commissioner singled out public-affairs officer Jen Minois for the graphics, and others noted the plan’s usefulness in explaining county priorities to residents. County Manager Chuck Wheeler and staff credited the collaborative, multi-department process that produced the update.
After a brief discussion, a motion to approve the annual update carried by voice vote. Staff said the update will be posted on the county website for public review. No public comment was made during the hearing.
