The commission recommended rezoning Case 013-25 at 707 South Sargent Avenue from C‑3 (commercial) to R‑1 (single‑family residential) after hearing from property representative Carrie Clark, who said the home belonged to her deceased father and needs residential zoning for a loan to close.
Commissioners discussed whether R‑3 (multifamily) was an appropriate recommendation for a 45‑foot lot and expressed concern about parking and neighborhood compatibility if multifamily use were allowed. Christie Benefiel, a realtor who spoke in support of rezoning, said she was advised by staff that R‑3 was the recommended zone given surrounding patterns; neighbors and a representative of the United Hebrew congregation near the property said multifamily use could create parking conflicts during events.
Doctor Rosenberg moved to recommend R‑1 zoning; Mr. Landis seconded and the motion carried. The commission’s recommendation will be forwarded to City Council for a final decision.
