Historic Preservation Commission endorses Home Joplin Alliance’s HPF pre‑construction application

The Joplin City Historic Preservation Commission voted Tuesday to approve Resolution 2025-01, endorsing Home Joplin Alliance’s application for Historic Preservation Fund (HPF) pre-construction funding, staff said.

Staff told the commission the HPF pre-construction award would cover roughly 60% of eligible pre-construction costs and that the application currently lists DJA as a stop‑gap provider for the remaining 40% match. “As of when I first put the packet together, DJA at this point is the stop gap provider of the 40% match,” the staff member said. Staff also noted the city is a certified local government and the commission’s endorsement is required for the application to be complete.

The endorsement does not guarantee an award or that any particular firm will receive funding, staff added. “We’re not saying that anyone should get the funds. It’s saying that this is consistent with our goals,” the staff member said, explaining that the resolution certifies consistency with the commission’s preservation plans and will not disqualify prospective bidders.

Commissioner Huff moved to accept the resolution; Dieter seconded. The motion was approved by voice vote with no opposition recorded.

Staff said they would correct a dating detail in the packet and re-sign documents as needed before final submission. The commission took no other formal actions on the item at Tuesday’s meeting.

The commission also addressed awards scheduling and other routine business before adjourning.
