Joplin board extends permits, orders treehouse removal and releases several properties

The Joplin Building Board of Appeals on March 28 removed several properties from its agenda and granted extensions for others, while instructing one owner to remove a large treehouse because zoning rules prohibit accessory structures on a vacant lot not owned by the main-dwelling owner.
Several property owners reported recent progress and the board voted to release completed items from the agenda. The board removed item 3103504 (South McKinley Avenue) after a property representative said exterior work and guttering were nearly finished and staff reported the structure was weather tight. The board also released item 3054 (1624 West 4th Street) and item 3072 (220 North Byers) after staff observed completed exteriors and satisfactory progress on rough-ins.
At item 3115 (1128 South Jackson Avenue), an owner who said he purchased a lot at a tax sale described building a two-story treehouse. A building official told the board that under current zoning an accessory structure on a vacant lot owned by someone other than the main-house owner is not permitted. The official said the entire treehouse must be taken down until legal ownership of the main house is established. The board continued the matter to the April 25 meeting for a demolition hearing and progress report.
Several other properties with stalled or ongoing work were continued to April 25 for progress reports or demolition hearings. The board granted an extension for item 30331010 (1010 West 3rd) setting a new permit effective date to June 27, 2025 and directing the owner to return with progress updates in April. At multiple items staff emphasized that completing the exterior—siding, windows, secure meter boxes and porches—would allow the item to be released from the agenda while interior work continued.
Owners and contractors cited typical delays such as subcontractor scheduling and, in one case, alleged theft of materials by a worker. Board members urged owners to secure properties and check contractor references; in one discussion a board member warned against paying 100% upfront to subcontractors.
The board handled the remaining routine releases and continuations by voice vote and adjourned. Many items will return on April 25 for status updates or demolition hearings.
