The commission recommended approval of Case 012-25 to rezone 1201 South Byers from M‑2 (heavy industrial) to MP (manufactured home park / small-format home district) for Vida Nova Village, a proposed gated tiny‑home community intended for transitional housing.
Troy Dunlap, who identified himself as representing Vida Nova Village, said the project is "not permanent housing" but a transitional community with strict tenant screening, gated access, and enforcement of rules such as a prohibition on drugs. "We are going to be a gated community... drugs will not be tolerated," Dunlap said, adding that homes would be built ADA‑ready and the project intends to educate residents and provide counseling and life‑skills training.
Neighbors raised concerns about stormwater infrastructure and parking; Dunlap said the land was purchased from the city and that site development—including utilities, grading and stormwater work—remains to be completed. Rhonda Thompson, representing outreach efforts, said volunteers and consultants had knocked on business doors and mailed notices; she cited Eden Village in Springfield as an example where proponents say housing values rose and crime fell after development.
Commissioners reiterated that their recommendation is advisory and City Council will take the final vote on April 7. The commission approved the rezoning recommendation; the matter will be heard by City Council next month.
