The Zoning and Planning Commission recommended approval of Case 009-25, a request to rezone 1517 West A Street from M‑2 (heavy industrial) to R‑2 to allow the property’s conversion to residential use.
Oscar Sarsano, speaking for the applicant, described the parcel as surrounded by residential uses and said the intended development is "a single home." Commissioners pressed whether R‑1 or R‑2 was the appropriate classification given lot dimensions and asked whether the lot could be subdivided; staff and the applicant said the lot is awkwardly sized and not planned to be split, and that R‑2 accommodates smaller, older lot patterns where higher density allowances are appropriate.
Commissioners and staff also discussed neighborhood compatibility and noted that the city’s updated code allows narrower lot widths under R‑2 and R‑3 in older neighborhoods. Seeing no public opposition at the hearing, a commissioner moved to approve the rezoning recommendation and the motion carried. The recommendation will go forward to City Council on April 7, 2025.
Because this body issues an advisory recommendation, council will consider the final zoning action at the next hearing.
