Joplin Board of Appeals extends deadlines for dozens of properties, schedules multiple demolition hearings

The Joplin Board of Appeals on July continued the bulk of its agenda, moving most property cases to an Aug. 22 progress report and demolition hearing so owners or representatives can provide clearer plans or permits. The board repeatedly told owners it needs tangible evidence such as pulled permits, signed contracts or engineering reports before it will delay demolition proceedings further.
Board members approved continuances — routinely by voice vote — for properties across the city, including 512 West 20th Street, 2408 West 4th Street, 2301 Winfield, 714 East Hill, 701 South McKinley, 1010 West 3rd and others. For example, a motion by Mr. Duncan and seconded by Mr. Windsor continued item 3090 (512 West 20th) to the August meeting for a progress report and a demolition hearing. The board released one item from the agenda where a demolition permit had been pulled (1608 South Minnesota).
During the meeting Chair (board presiding member) emphasized the difference between nuisance/code enforcement (handled by neighborhood enforcement/city court) and the building board’s authority to declare a structure dangerous and order demolition. Staff repeatedly advised owners that permits, detailed floor plans and coordination with building inspectors are required before the board will accept an extended schedule.
One extension carried with recorded opposition: the motion to continue 1909 West 15th passed despite two votes against it; the board counted 5 in favor and 2 opposed. For most other items, the board approved continuances by unanimous voice vote.
The board also heard from a property owner’s attorney about the fire-damaged building at 115 North Galena. The attorney said an insurance claim has been finalized and that checks made payable to the mortgage holder and the City of Joplin were in the mail; city staff confirmed the paperwork and noted the funds could cover city demolition costs if needed. The board continued that item to Aug. 22 so bids and next steps could be finalized.
Why it matters: The continuances keep properties under active city oversight while giving owners limited time to produce permits, contract evidence or remediation plans. Board members said they will move more quickly to demolition if progress is not demonstrable at the next meeting.
What’s next: Most of the continued items are scheduled for Aug. 22 for progress reports and demolition hearings. Owners were told to provide written plans, permit records or contract evidence to demonstrate progress.
