Trustees briefed on FY26–27 budget items, utilities requisitions and student-athletic insurance increase

Harlandale ISD finance staff reviewed budget planning items for FY 2026–27 and presented several high-value requisitions and an insurance proposal to trustees.
Assistant Superintendent Mister Flores said budget workshop #2 produced additional requested data on one-time retention or recruitment stipends and that the finance booklet for the proposed budget will be provided to trustees for review before next Wednesday's board meeting. "We plan on putting together the finance booklets... for our upcoming board meeting next Wednesday," he said.
On utilities, staff requested approval of requisitions over $50,000 for electricity and water services: City Public Service (CPS Energy) for approximately $4.5 million and San Antonio Water System for approximately $800,000 for the coming school year. "These two requisitions are being brought for approval over $50,000," Flores said.
For student athletic insurance, Miss Hubbard proposed procuring student accident and athletic insurance through TASB Benefits Cooperative and Legend Insurance for an annual premium of $54,960 with a $100 deductible, and catastrophic coverage through Great American Insurance Group for $6,240, effective Aug. 1, 2026. Trustees noted the premium rose from about $49,900 last year to the new figure.
Staff presented these items as part of budget preparation; trustees were asked to submit additional questions promptly so the budget booklet can be finalized and included in the next official board packet.
