Harlandale ISD seeks renewal of Communities In Schools agreement and mental-health services contract

District staff recommended a service agreement with Communities In Schools San Antonio for $270,905 (Title I) to support at-risk students across selected campuses, and a professional services agreement with the Meadows Mental Health Policy Institute for an estimated $228,257.50 (Title IV) to provide mental-health and addiction recovery supports.
Harlandale ISD staff asked trustees to approve contracts to continue and refine student support services across multiple campuses.
Miss Casey said the district requests board approval to enter a service delivery agreement with Communities In Schools (CIS) San Antonio to provide academic and family supports at Adams, Bel Air, Gilbert, Harlandale Middle, Kingsborough, Leal, Terrell Wells, Harlandale High and McCollum for an estimated $270,905 annually funded by Title I. "These services will continue to be provided at the campuses listed," she said, and staff explained campus selection was based on usage, grant funding that prioritizes middle schools, and partnership opportunities.
On behavioral and mental-health services, staff recommended a professional services agreement with Meadows Mental Health Policy Institute for Texas to provide social-emotional, mental-health and addiction recovery supports for students, staff and families at an estimated annual cost of $228,257.50 funded through Title IV. Miss Casey detailed staffing under the Meadows agreement: one-and-a-half FTE licensed mental health counselors ($129,853), one-and-a-half FTE RISE recovery alcohol and drug peer counselor/LCDC ($88,404), and $10,000 for program oversight and initial training.
"We received excellent services from the collaborative and will continue to grow with the Meadows partners," Miss Casey said. Trustees asked about prior coverage and staffing levels; staff confirmed the collaborative model will continue at selected campuses and that reduced services at other sites were considered as part of resource allocation.
Both items were presented for board consideration; staff recommended approval of the agreements to maintain support services districtwide where funding and usage indicate the highest need.
