Joplin board extends permits for multiple properties, sets further demolition hearings and orders Rolla Street demolition

The Joplin City Building Board of Appeals spent most of its Jan. 24 meeting hearing progress reports on dozens of properties, voting to continue items to its Feb. 28 meeting for progress reports or demolition hearings, releasing one property slated for ARPA‑funded demolition, and issuing a demolition order for 2722 Rolla Street.
Staff reported that several owners had made incremental progress but that many properties still required inspections, repairs or formal demolition orders. For 1404 East Hill (item 3100) staff said the property had been approved for an ARPA demolition grant and the city moved to release that item from the agenda because demolition was imminent.
Inspector Jeff Hadley testified at a dangerous‑building hearing for 2722 Rolla that a fallen tree had knocked down a large portion of the front porch and that the porch "could fall or collapse at any time." Hadley said the house had disconnected utilities, open outbuildings (one without a door) and other signs of decay; he recommended demolition and introduced photographs, certified mail receipts and publication notices. No defendant appeared at the hearing. The board moved, seconded and voted to declare 2722 Rolla a dangerous building and ordered demolition to include outbuildings.
Separately, the board granted a 90‑day permit extension for two large rehabilitation projects at 117 and 121 South Byers (items 3015 and 3016) after a representative described contractor changes, inspected fire‑suppression work and weather‑related delays; the board extended those permits 90 days and continued the items for progress reporting. The board also extended or continued numerous other items to Feb. 28 for either progress reports or demolition hearings — including properties at West 1st Street, South Pearl Avenue, South McKinley, South Byers, South pitcher's items and others listed on the agenda — and released select items from the agenda where demolition had already occurred or where ARPA funds were available.
