Whitefish Bay accepts MMSD funding for sewer replacements, awards $1.15M construction bid and adopts special-assessment resolution

Whitefish Bay trustees voted to accept Milwaukee Metropolitan Sewerage District (MMSD) funding and to move forward with related construction and assessment actions tied to a combined sanitary sewer and lead service line replacement program.

Staff said MMSD will provide $929,455 to fund the sanitary sewer replacement component for 33 properties. Clark Deetsz was recommended for construction oversight services tied to the MMSD program at $124,900. The board then awarded the construction contract to Mid City Corporation (low bid $1,146,483) for the combined MMSD and lead service line package.

Matt explained that, with the bids, approximate costs work out to $25,120 per property on the MMSD sanitary side and roughly $7,300–$7,740 per side for the lead service line components, split 50/50 between the public side and the property owner special assessment. Trustees said homeowners previously heard an estimate around $6,000 per side; staff cautioned that MMSD requirements and pipe‑bursting construction raise costs.

Trustees also approved preliminary Resolution 3194 declaring intent to levy special assessments for private lead service line replacements. The resolution follows the village’s existing lead water service replacement policy and allows property owners to repay assessments over a multi‑year schedule (staff discussed seven or up to ten years and confirmed property owners can prepay).

Trustees discussed the lottery that selected the 33 properties (from an initial list) and noted a reserve list if properties drop out. Staff said the village will notify selected homeowners of expected costs and options after final funding and contracts are complete.

All MMSD and bid approvals were made pending final MMSD and village‑attorney approvals where noted.
