Two alleys included in the CIP were discussed; staff recommended designing both alleys in 2026 and staging construction (alley #1 in 2027, alley #2 in 2028) to ensure MMSD funds remain available.
Staff provided cost estimates for alley work plan #1: total anticipated cost around $200,000, of which MMSD would fund $119,760 and the village cost share would be approximately $84,000 (leaving a gap of about $64,000 relative to the previous CIP allocation of $20,000). Staff said internal reallocation of street resurfacing funds could bridge the gap without an increased village request.
The committee discussed permeable paver lifespan and maintenance tradeoffs and asked staff and consultant CJ about design cross‑sections to maximize lifespan while capturing stormwater. A motion to recommend that the village board approve using $347,082.59 in MMSD green solutions funds for the design and construction of the two alleys was made and seconded; the motion carried by voice vote in committee.
