MMSD provided preliminary GIPP approval for $100,000; Collins recommended accepting that award and bridging the remaining $60,000 from TID #1 contingency funds. “Given that $100,000 is going to be awarded... but we’ll leave the $60,000 on the table,” Collins said, summarizing the funding gap and options.
Trustees discussed whether to use TID contingency or storm funds; supporters argued the permeable pavers directly benefit the business district and provide a substantial discount on green infrastructure improvements. The motion to accept $100,000 MMSD funding and allocate $60,000 from TID #1 contingency passed by voice vote.
Staff noted the permeable pavers capture localized runoff (first half‑inch) while the concurrently approved 24‑inch storm sewer will provide broader regional benefit; together the projects aim to reduce peak flows into Silver Spring Park. Implementation will proceed with existing construction schedules and contract change orders to incorporate the alternate bid.
