Supervisors grant conditional approval to Strickler Road Associates plan; agree to fee-in-lieu for Garden Lane work

The Rapho Township Board of Supervisors on May 21 granted conditional approval to the Strickler Road Associates final plan and requested modifications for a lot add-on at 1151 Four Star Drive in the Industrial Zone.
Representatives from David Miller Associates (Bill Swiernik) and applicant Chris Neiles reviewed the proposal to expand the existing facility that houses Keystone Lawn Company Inc. and Keystone Pest Solutions LLC. The combined parcels total 1.8004 acres gross and 1.7041 acres net. The application requested several subdivision, land development and stormwater modifications, including waivers related to curbing, sidewalks, roadway reconstruction standards, access-drive standards and location of street trees.
Swiernik and Neiles told the board they had discussed accepting roadwork at the Garden Lane/Four Star Drive intersection as a fee-in-lieu with Public Works Director John Haldeman; Rettew recommended the fee-in-lieu approach. Chairman Fry said he would leave the timeline for those improvements to Mr. Neiles and Mr. Haldeman to coordinate. Mr. Fox moved to grant conditional approval subject to the comments in the Rettew letter dated April 17, 2026 (revised May 21, 2026) and to authorize township officials to execute related plans and documents following solicitor/engineer review; Mr. Erb seconded and the motion carried unanimously.
After the vote, Mr. Neiles thanked the board. "Mr. Neiles thanked the Board for supporting small businesses and for working with him." The conditional approval requires the applicant to address all items in the Rettew review letter before final plan execution.
