The Hialeah Planning and Zoning Board on June 10, 2026, voted to approve an ordinance amending Chapter 98 of the Code of Ordinances to create a planning-and-zoning fee schedule and related administrative fee sections.
A planning staff member told the board the department had reviewed fees across comparable municipalities (including North Miami, Homestead, Miami and Doral) and found some city fees were substantially lower—"from 40% of fees under" peer rates in certain areas. The proposed ordinance codifies a hierarchy of fees for use applications, rezoning, conditional uses and administrative processes, and adds items such as technology fees to the schedule so the division can better recover costs.
Board members moved and seconded the ordinance and recorded unanimous approval among members present; the item will proceed to the city council for formal adoption. Staff said the change is intended to capture services the department provides and to move toward a more self‑sustaining funding model for planning and zoning operations.
Under the ordinance text read into the record, amendments touch multiple code sections including administrative variances, site plan fees, subdivision and plan review fees, tenant certificates and several other sections of Chapter 98, and also amend related chapters on signs and solid‑waste enclosure waivers. The board did not amend the fee schedule at the meeting; it approved the ordinance as presented to be forwarded to council.
