The Spencer Town Board on June 9 authorized the town manager to execute a design-services agreement with the Bogle firm for the Standback Forest Center adaptive-reuse project.
Joe Morris told the board the town has grant funding from the Parks and Recreation Trust Fund and a private gift from Fred Standback to support adaptive reuse of the existing property. Presenters described an anticipated schedule: design work beginning in August, roughly 60 days for design, a 30-day bidding window and 90'120 days of construction, with some items (notably ADA-required restrooms) considered non-negotiable under the grant agreement.
Board members asked whether the available funding would cover likely costs given recent construction-price acceleration; staff said they would negotiate scope and consider volunteer demolition or phased finishes if necessary. "If we exceed our budget, we'll make determinations in negotiation with the apparent road and decide what we can add in and what we can leave out," staff said, noting the grant and donor gift anchor key elements of the project.
The board voted to authorize the contract; staff will return with finalized contracts for architectural, structural, mechanical, landscape and civil components and proceed toward bidding and construction scheduling.
