The Spencer Town Board voted June 9 to rezone portions of parcel 032194 at 446 and 448 South Salsbury Avenue from CIV (civic) to MS (Main Street) and approved resolutions authorizing leases of the two storefront spaces.
Staff explained the request covers two leaseable shop spaces and one space to remain for town expansion. The proposal would align these units'zoning with other downtown Main Street parcels and allow retail or office tenants. In response to questions about window graphics and nighttime visibility, presenters said tenants may keep or remove installed graphics and that daytime visibility depends on inside vs. outside light levels.
Town attorney and staff described the lease structure: tenants will perform interior upfits and improvements while the town retains responsibility for the exterior and major building systems. "The tenants would be making the improvements to the spaces in order for them to conduct business," the town attorney explained, and the leases will allow initial three-year terms with one-year renewals up to five years to help tenants recoup investments.
The board approved Ordinance 26-05, adopted a statement of consistency and reasonableness under N.C. Gen. Stat. ch. 160D, and authorized the manager to execute leases to How Enterprises LLC and Third Strike Cards LLC under resolutions 26-04 and 26-05. The approvals were unanimous.
