Supervisors emphasized that the board is not the permitting authority but sought the basin commission's high-level review and any advice it can offer to DEQ and other administrative agencies.
No formal changes to the nursing home permit were made by the board; the request is advisory and intended to bring additional regional scientific and administrative attention to the matter.
