After extended discussion about receipts from sponsorships, a city staff spreadsheet and prior practice, council moved to approve only sections one and two of the resolution and exclude section three (the provisions governing expenditures and administrative review) so staff could draft clearer language on how sponsorship revenue is to be received, budged, and expended.
City Attorney Nancy Meyer and staff explained that the change is intended to avoid conflicts where a city official would both vote on and then implement committee actions; the partial approval preserves committee membership changes while leaving spending rules for later, more detailed discussion.
Next steps: staff will reconcile committee accounting (sponsorship revenues and any city line items), return with clarifying language on expenditure authority and process, and consider options such as formal budgeting of sponsorship receipts or converting the events operation to an independent nonprofit if that structure proves cleaner and legally appropriate.
