St. Peter council adopts assessments for North Fourth Street reconstruction

Details and scope: Staff said the improvements will include replacement of vitrified clay sanitary sewer (VCP), installation of a larger water main (staff noted the existing pipe is about 4 inches and the proposal is an 8-inch main), storm-gutter and sidewalk improvements, and a rebuilt roadway. Jeff summarized per-parcel flat-rate assessments as $2,250 for sanitary sewer, $2,250 for water, and $8,300 for roadway improvements; bids have been received and property owners were notified of the assessment hearing.
Council discussion: Council members asked staff to clarify which city parcels were being assessed; staff said two assessments for the large city-owned parcel represent roadway and water-main improvements and that the assessments help meet a minimum 20% requirement tied to bonding. Staff also confirmed the timing is intended to avoid the pool season.
Vote: The council moved and adopted the resolution to adopt final assessments for the 2026 North Fourth Street improvements (Chattam to Scar Street). The roll call recorded affirmative votes by Council members Johnson, Pettis, Ram, Wisenfeld, Sharstrom (as recorded in the transcript), Devos and Mayor Noel.
Next steps: With the resolution adopted, staff indicated construction is scheduled to start in August after the pool closes and that additional blocks on North Fourth Street are planned for later phases.
