Landowners propose water‑rights swap for municipal hookups; commission to seek cost estimate

At the Feb. 4 meeting, Brett Gurr presented a proposal from a small group of landowners planning a 12‑lot subdivision just west of Levan and asked whether the town would provide a municipal water connection in exchange for the group's water rights.

Gurr said county rules require 1.5 acre‑feet of water per lot, which would yield roughly 18 acre‑feet of rights for a 12‑lot subdivision. He presented a conversion figure in the presentation — 18 acre‑feet equals approximately 5,865,000 gallons of annual pumping capacity — and said, based on estimated household consumption, that could theoretically serve a minimum of about 54 homes. The group proposed providing one share of Levan Irrigation Company water with each lot and including a covenant prohibiting outdoor use of municipal water so town water would be limited to indoor use.

The group's preference was for Levan to install a master meter at the town edge (approx. 500 South, 200 West) with the landowners bearing the cost of infrastructure from that point forward. Gurr referenced a letter from the Utah Division of Drinking Water in Richfield recommending the master‑meter approach over the landowners drilling a private well.

Chair Nathan Washer explained the petition‑for‑service process and said the governing body cannot act until the water superintendent, Jason, provides a cost estimate. The commission agreed to forward the petition and supporting materials to Jason for that estimate; the item will be brought to the town council but no council action was taken at the meeting. Gurr said the group is prepared to drill a private well if the petition is not approved.
