Williston approves $249,053 alternate bid to fix unsuitable soils on water‑main project

The Williston Board of City Commissioners voted 5-0 on July 9 to award an alternate bid of $249,053 to BEK Consulting to address unsuitable subgrade discovered along the 14th Street West, 9th Avenue West and West Jackson Place water main replacement project.
City Engineer David Juma told the commission that the existing subgrade on West Jackson Place is not suitable for long pavement life and recommended removing about 18 inches of material, installing geotextile fabric and geogrid, placing 18 inches of class 5 gravel, and resurfacing with 4 inches of new pavement. Juma said BEK Consulting agreed to honor its original unit pricing for the alternate work. "The total cost for the project would be $2,247,547.50," Juma said.
Juma reported the city has been awarded a North Dakota State Water Commission grant of $1,349,006, covering roughly 60 percent of the project cost; he said about $43,000 of the alternate work will qualify for grant reimbursement and that the remaining city share is approximately $207,000. Commissioner Tate Cymbaluk moved to award the alternate bid; Commissioner Victoria Siemieniewski seconded the motion, which carried 5-0.
The commission directed the City Engineer to execute necessary documents to complete the work. The meeting record did not list a construction schedule or additional funding authorizations beyond the available budget confirmation discussed at the meeting.
