Williston awards airport pavement and oversight contracts pending FAA grant approval

Airport Director Anthony Dudas told the commission on July 23 that a late bid from Hi-Lite Airfield Service arrived for pavement maintenance work covering the primary runway and taxiways. The base bid was $332,863 with alternate one $64,995 for a total of $397,818 — about 37% under the engineer’s estimate. The city has applied for FAA Airport Improvement Program (AIP) entitlement funding to cover 90% of the bid, and the North Dakota Aeronautics Commission (NDAC) has awarded a 5% grant contribution. The commission moved to award Hi-Lite contingent on FAA approval.
Commissioners also approved Burns & McDonnell for construction administration and contract oversight (CA/CO) services at $90,450, again contingent on FAA approval and grant awards. The motions were moved by Commissioner Tate Cymbaluk, seconded by Commissioner Victoria Siemieniewski, and recorded as unanimous (5–0).
Dudas said bids originally opened July 16 produced none, and one bid was received July 17 via UPS that experienced shipping delay; staff consulted the city attorney who recommended waiving the irregularity and proceeding with award. City staff will proceed with grant administration and contract execution if FAA funding is confirmed.
