The Kenai Planning and Zoning Commission adopted resolution PZ2026‑11 on June 10, approving a conditional use permit to operate a future single‑family dwelling at 1510 Tundra Rose Lane as a short‑term cabin rental, subject to conditions recommended by planning staff.
Planning Director Buettner reviewed the conditional use review criteria in Kenai Municipal Code (KMC 14.21.150) and concluded the proposed use would be compatible with the rural residential zoning district, would not necessarily change existing density or generate heavy traffic, and would be consistent with goals in the City’s 2016 comprehensive plan. Staff recommended approval with conditions including compliance with federal, state and local regulations; submittal of an annual report to the City of Kenai due no later than December 31 of each year; availability for on‑site inspections when requested by city staff; notification and a new CUP if there is an expansion, change of use, or sale; routine fire inspections every two years; and quiet hours from 10 p.m. to 6 a.m.
When asked, the applicant said they "intend on being here most of the time," but acknowledged they live roughly 3,500 miles away and said "if we do... rent it out ... we will have a property manager." The commission asked for and received confirmation that a local contact or property manager would be available when the unit is rented. Commissioners expressed support for the added quiet‑hours condition and the applicant management plan.
The commission approved the conditional use permit by unanimous consent. The approval requires the applicant to submit annual reports and remain available for inspections; failure to comply with conditions could prompt code enforcement or require a new permit if use changes.
