Commission backs preliminary replat for Thompson Park parcel, flags floodplain note

The Kenai Planning and Zoning Commission on June 10 voted to recommend approval of resolution PZ2026‑18, which would replat Lot 4A, Block 6 (Thompson Park Replat Number 2) and Lot 6, Block 6 (Thompson Park Addition Number 2) into a single parcel of about 52,577 square feet (approximately 1.207 acres).
Planning staff reported that city water and wastewater service are available to the site and that the proposed replat meets the rural residential minimum lot area requirement. Director Buettner told the commission staff found the preliminary plat meets the applicable sections of Kenai Municipal Code chapter 14 and recommended approval subject to conditions.
Staff added a plat note indicating that some or all of the property has been designated by FEMA as within a flood hazard area and cited FEMA FIRM panel 02122C‑0240F. Buettner advised that developers should contact the City’s floodplain administrator for current regulatory information before proceeding.
No members of the public spoke on the item; commissioners asked procedural questions about petitioner attendance and staff confirmed petitioner presence is not mandatory for preliminary plat review. The commission approved the recommendation by unanimous consent and the recommendation will be forwarded to the Kenai Peninsula Borough for final action.
