Elbert County School District C-2 board approves staffing slate, Read/Math 180 contract and handbook conditionally

The Elbert County School District C-2 Board of Education unanimously approved multiple personnel and administrative items at its Aug. 21, 2024 meeting, including a slate of new hires and extra-duty stipends, the district's Read/Math 180 contract and a conditionally approved employee handbook.
The board voted to approve staffing recommendations, as amended, after discussion of hiring and stipend assignments. Mrs. Durant moved to approve the staffing recommendations and Mr. Pruitt seconded; "All Board members stated Aye," and the motion carried. The staffing list included coaches, activity sponsors, paraprofessionals and other role adjustments across elementary, middle and high school programs.
The board also approved a Read/Math 180 contract intended to integrate with the district's MAPS testing program and provide individualized instruction. Mr. Olson moved and Mr. Ulmer seconded the contract approval in the amount of $19,136; trustees voted unanimously to pass the motion.
On the employee handbook, Principal Vaden Holmes and Superintendent Travis Hargreaves reported the document is substantively complete but still requires insertion of legal and policy references by the district's attorney. The board approved the handbook on the condition that those attorney additions are made. Mr. Pruitt moved and Mr. Prokop seconded the conditional approval; the motion carried with an unanimous vote.
Other approvals included the Majestic View Church parking lease, the October district newsletter, several policy third-readings (GC, GCHC, GCA-E-1 and GCBAA) and the Blue Book policies as presented last month. Trustees also approved out-of-district student enrollments and a paragraph for the district website that adds, among other language, the sentence: "We upgraded our teacher and staff salary schedules to be competitive with surrounding districts and to attract and retain highly qualified staff." Each of these motions passed on unanimous voice votes.
The board authorized an athletic overnight trip for the high school football team to travel to Branson, Colorado, approving expenses "not to exceed $1,500." The trip as described at the meeting would include 19 players, one manager, three coaches and one female chaperone; the hotel cost was estimated at about $1,192, with other costs (for a museum visit) not yet specified.
Superintendent Hargreaves and board members noted a number of follow-ups: a procurement subcommittee will present a short list from an RFQ at a meeting scheduled for Aug. 27, Mrs. Durant will request an updated detailed budget and Early Childhood expenditures documentation from BOOS, and the district attorney will add required legal references to the employee handbook before finalization.
The board recessed for an executive session under C.R.S. 24-6-402(4)(f) for personnel discussions and returned to open session; no motions or decisions were made in executive session. The meeting adjourned at 8:50 p.m.
