Staff explained the 2025 SB281 legislative changes affecting building permits on Class 6 roads and the town’s process for waivers and proof of insurability. The proposed policy change would give credit for existing structures when calculating the 10% road-improvement contribution for new construction (for example, a 1,000 sq. ft. home replaced by a 2,000 sq. ft. home would receive a credit, reducing the improvement contribution proportionally).
Board members discussed process improvements, including whether the municipal disclaimer and indemnification agreement should be recorded at the outset of a permit application rather than signed by the Select Board at the end of the process. Staff said the requirement to record a municipal disclaimer is statutory and that the board can workshop whether signature timing can be streamlined without creating legal exposure.
The board approved the policy updates with staff direction to consult counsel and return with recommended language and process changes, and to present the revised wording at a future meeting.
