Conservation Commission issues negative determination for cleanup and paving at 1635 Gate Boulevard

The Springfield Conservation Commission voted on June 9 to issue a negative determination for proposed cleanup and paving at 1635 Gate Boulevard, allowing the property owner to remove debris, treat invasives, install a berm along the property edge and pave the interior area, subject to erosion-control measures and a staff site visit prior to construction.

Danny Dous, who identified himself as the manager and owner of 1635 Gate Boulevard, told the commission the parcel includes two buildings and a small pond. He said a portion of the lot had been used historically for storage of materials and currently consists of compacted millings, small pebbles and dirt. "I have property at 1635 Gate Boulevard. I'm Danny Dous for the record for the manager/owner of the property," he said, and described plans to hand-clean the shoreline area, treat invasive plants and pave the interior section while placing a berm at the property line to reduce runoff into the pond.

Commission members and staff asked questions about site photos, the location and functioning of existing drains, and how paving would be pitched to any working drain. Commissioners emphasized using native plantings along the street edge to discourage dumping. The applicant said an ambulance company will occupy one building and that parking will be limited to employee vehicles rather than outdoor vehicle storage.

Staff and commissioners sought to limit disturbance near the water. The commission recommended silt controls (for example, straw wattles and silt fence) along the bank and that any trash near the pond be removed by hand rather than with heavy equipment. A staff member told the meeting that the applicant should call the commission office before starting work so staff can visit the site and confirm appropriate erosion controls and permit needs.

After discussion a motion to close the public hearing was made and seconded; commissioners recorded affirmative votes. The commission then voted to issue the negative determination for the proposed work with the condition that staff inspect the site and advise prior to construction.
