The smaller package returned a lower-bid number (transcribed in the packet as $57,948) with an estimated annual savings of $6,268; during the motion the award amount was stated as $99,700 to Arch Solar CNI in the meeting packet.
Village Manager Matt explained that completing the roof replacement and panel installation together reduces the risk of premature roof penetrations and that a structural engineer had confirmed both options were feasible for the roof. He also noted concern that adding more penetrations could make future roof leaks harder to locate. Staff said comparable projects in the village have monitoring and warranty arrangements and that warranty terms discussed were roughly 10 years.
After discussion of payback assumptions and warranty coverage, the board approved option two and the contract award as described in the meeting packet.
