Silver Plume trustees delay vote on revised Clear Creek Fire Authority IGA as funding questions linger

At the Nov. 11 meeting, Mayor Lee Berenato reviewed the Clear Creek Fire Authority revised intergovernmental agreement (IGA), telling trustees it contains modest edits from the existing agreement: a two-year extension and three additional at-large CCFA board seats appointed by the CCFA board, while municipalities retain their current representation.
Lee said he had met with Commissioner George Marlin and spoke briefly with Commissioner‑elect Rebecca Lloyd; both conversations did not produce a clear, final funding plan. Lee said Marlin was pushing a sales tax to fund the authority, which Lee said Silver Plume opposed because the town had already increased property taxes in April. Trustee Bryon Monseu reminded the board that Silver Plume voted for a local tax increase in April under the stipulation that if the county established an alternate funding source municipalities would no longer pay the extra amount.
Martin Gitlin moved to adopt the revised IGA and Mark Basham seconded, but trustees agreed it would be appropriate to solicit input from Fire Chief Kelly Babeon and to obtain additional clarity from county leadership before final action. The clerk noted the town has until Dec. 15 to adopt the IGA; trustees indicated they would table formal adoption until their next meeting to gather the requested input.
Trustees did not take a final vote on adoption at the Nov. 11 meeting; the board directed staff and the mayor to continue discussions with county officials and to invite the fire chief to the next meeting.
