Committee tables Department of Labor realignment bill pending secretary’s amendments

House Bill 24‑47, a measure to realign Department of Labor authority and duties, was tabled for further work after the committee reviewed recommended edits submitted in a February 11 letter from Secretary Stafler.
Department of Labor enforcement staff (Jose Koshi, Jeff Kamachu and Norman Roshang) attended the hearing but the secretary was off‑island. The chair read Secretary Stafler’s recommended amendments, which the department described as technical and clarifying: a) unify division nomenclature to remove inconsistent naming, b) refine and expand statutory definitions to reflect current practice, c) modernize the public‑notice definition to include recognized digital news publications as well as print newspapers, and d) extend the statutory deadline to file the annual workforce report so calendar‑year data can be compiled and verified before filing.
Labor staff indicated they would prefer the bill be considered when the secretary is present for detailed implementation questions; senators agreed to table the measure and reconvene when the secretary returns.
What’s next: Committee staff will coordinate with the secretary and department staff to incorporate the technical amendments and return the bill to the committee for consideration.
