Pierre said staff expects 90% plans in the next one to two weeks and is targeting a construction start in the first or second quarter of 2027.
Councilmember Drucker emphasized the project's public-safety value, noting prior accidents at the crosswalk and saying the underpass aligns with the city's Vision Zero goals to reduce fatalities.
Council moved, seconded and adopted Resolution 65-2026 by voice vote, recorded as 5-0.
Next steps: Staff will proceed with final design approvals and coordinate construction scheduling and funding as the project advances toward procurement.
