The engineer recommended awarding the base pedestrian/concrete work to Independent Enterprises and using a change order to Youngbloods' 2026 paving contract (estimated $77,904) to complete the related paving economically.
Commissioners discussed sequencing: they agreed to proceed with replacing two HVAC units (quoted together at $30,980) to avoid having to re-roof patched areas later. The engineer also recommended rejecting the admin roof bid and rebidding it in early winter when more competitive pricing is likely.
No final contract award was recorded in the public discussion on June 9; staff said they would return a formal award recommendation and contract documents at a future voting meeting. The engineer described available budget capacity (approximately $2.95 million awarded to date with contingency) and said roughly $150,000 would remain in contingency after recommended awards.
