Council approves rezoning at 1431 South Rogers; members discuss RV-park conditions and special-permit limits

On June 8 the Clarksville City Council advanced and approved an ordinance rezoning about 14.31 acres at 1431 South Rogers from R2H to C3.
City staff described the site and told the council the front portion was already C3; the ordinance text read into the record cited a planning commission hearing on May 28, 2026 and listed the property by metes and bounds. During discussion staff and council distinguished trailer parks from RV parks under local rules and said manufactured homes placed after 1985 have different regulatory treatment.
Council members and staff debated what conditions could be attached in a special-use permit should the property be later used for an RV park, including maximum length of stay, fencing, gated access and hookups. One council member noted that special stipulations and periodic review could be written into a special permit: "You could put the special stipulation hey you got to bring this back to us in two years...and if y'all don't like it two years, it goes away," a staff member said while explaining available conditions.
City staff said each RV space would have individual sewer hookups and that special permits are required for RV parks. The city attorney and staff reiterated that rezoning to C3 is distinct from approval of particular uses; any further use beyond C3 would require additional approvals or variances.
Council advanced the ordinance through readings the same evening and recorded roll-call votes in favor of adoption.
Next steps: the ordinance will be published as required and the special-permit process would apply to any future RV-park proposals at the site.
