Historic Preservation Commission approves sign, porch and storefront COAs; documents siding exception for 708 West 7th

The Davenport Historic Preservation Commission on June 9 approved certificates of appropriateness for multiple projects in the city's historic districts and recorded a site-specific material substitution for an ongoing rehabilitation.
Staff recommended and the commission approved a replacement digital display unit on the freestanding monument sign at the Annie Whitmer Aquatic Center (2828 Eastern Ave). Commissioners asked clarifying questions about the number and appearance of signs before voting to approve the proposal.
The commission also approved a restoration plan for the porch at 510 West 7th (Carl T. and Adele Seaffort Bitbeck House), allowing replacement of nine porch columns (proposed Duraccast round tapered columns), repair or replacement in kind of railings and spindles, refurbishment of the wood porch floor, and installation of new gutters. A homeowner representative answered questions about salvaging original materials and the commission approved the project with the recommended details recorded.
Downtown work at 131 West 2nd (JHC Peterson and Sons building) received approval to replace three nonhistoric aluminum storefront sections in the east courtyard with matching aluminum bifold doors; staff said the change would not affect masonry or the building's main street facade.
Separately, the commission revisited COA26-05 (Beck Rental House, 708 West 7th) after staff reported a contractor request to use Ascend composite cladding instead of LP SmartSide or fiber cement. Following a discussion of costs and precedent, commissioners approved the site-specific substitution and requested product samples and permit-stage verification of materials, plus attention to window quality.
Meeting announcements included a regional Preserve Iowa Summit report from Commissioner Hasti and upcoming Historic Preservation community events and "Party in the Park" volunteer dates on July 16 and July 30. The meeting adjourned after minutes approval and a final roll call.
