The Lynn Haven City Commission voted to direct staff to research potential service consolidation, cooperative agreements and shared-resource opportunities as part of an early budget review.
Commissioner Sam Warick framed the measure as a broad request to identify areas where partnerships or consolidation could improve efficiency or reduce costs. "This is intended to direct them to identify opportunities where partnerships, shared resources, cooperative agreements or consolidation of certain functions could potentially improve efficiency, reduce costs or enhance service delivery," Warick said.
Public commenters urged staff to focus the study on the highest-cost areas — police, fire, wastewater and other general-fund functions — rather than a broad, unfocused review. Mr. Langford and other speakers recommended narrowing the initial analysis to areas where duplication is evident and savings are likely.
Deputy Chief Infinginger briefed the commission on existing capabilities, noting Lynn Haven’s SWAT-trained officers are patrol officers who receive periodic training; eliminating specialized capabilities would affect operational readiness and involve startup costs if later replaced.
The commission moved, seconded and approved the directive; staff will prepare a resolution for the June 23 meeting with clearer scope and priorities, plus any initial budget implications.
