Texas Municipal League gives Woodway council condensed budget boot camp

Keith Dan of the Texas Municipal League gave Woodway City Council a condensed "budget boot camp" during the session’s opening to help councilmembers understand governmental accounting terms and the mechanics they will use this summer.
Dan emphasized that city finances are organized by funds and that governmental funds are recorded differently than proprietary (utility) funds, noting the importance of fund‑balance classifications such as restricted, committed and unassigned. "Governments have very different needs than you do in the private sector," Dan said, stressing the accountability obligations of elected officials.
He reviewed debt options available to cities — including general obligation bonds, certificates of obligation and revenue bonds — and explained the voter‑approval differences and publication/notice requirements tied to each. On taxes he summarized Texas tax‑rate terminology: no‑new‑revenue rate, voter‑approval rate and the de minimis exception for smaller cities.
The training also covered budget statutory requirements under Local Government Code §102 and the 180‑day audit deadline under Local Government Code §103. Dan offered follow‑up support by email and encouraged councilmembers to contact TML with technical questions. The presentation was given as informational; council did not take action during the workshop portion.
