The Weld County School District No. Re-5J board on July 7 discussed a draft intergovernmental agreement with the local recreation district (TRPR) tied to enhancements at the L school gym. The proposed arrangement would provide $750,000 in funding for an upgraded gym, paid over 20 years, with an initial $75,000 payment once the IGA is signed and annual payments thereafter.
Superintendent Neelson and staff said the draft spells out when the gym is treated as district property versus when TRPR has priority use, and includes provisions for allocating 'betterment' costs for future items such as scoreboards or flooring. Staff emphasized the need to finalize a broader IGA to govern joint use across other facilities as the district adds new spaces.
Board members pressed staff on several long-term issues: the IGA as drafted contains a 50‑year term that some members described as unusually long given the expected wear and replacement cycles for equipment; members also asked for clearer language on which party pays for repairs and for a defined method to allocate cost sharing for future replacements and improvements. Staff said the version presented to the board is an earlier draft and that an updated IGA reflecting recent edits — including clearer percentage allocations for betterments and cost-sharing — will be circulated in advance of an anticipated Aug. 7 decision.
Staff noted that the $750,000 commitment changes how the district treats use of the gym space and that the arrangement has been under negotiation while the gym has been in use for the past two years. The board did not take final action July 7 and asked staff to return with the updated agreement and clearer language on maintenance, replacement responsibilities and periodic review.
