Arizona House advances several Senate bills in Committee of the Whole and passes multiple measures on final reading
Summary
The House resolved into an additional Committee of the Whole, adopted floor and committee amendments to several Senate bills (including SB 10 16, SB 13 35, SB 16 24 and SB 16 83), and passed three Senate bills and multiple House bills on final reading; several measures were transmitted for further action.
The Arizona House met in an additional Committee of the Whole on Tuesday to consider measures on calendar one, adopting committee and floor amendments to a package of Senate bills before returning to the floor for final readings and recorded votes.
In committee, members considered and amended multiple measures. Representative Bliss said of SB 10 16, which alters the municipal improvement district process, that "what this does is it moves the property owner's petition statement earlier in the process" to improve transparency and notice requirements. The committee adopted committee and floor amendments to SB 10 16 and reported the bill do-pass as amended.
Representative Griffin described SB 13 35 as containing technical and conforming changes plus a provision allowing a temporary-permit timeframe to be set by the director, saying it was a "win for the farmer, win for the developer, and win for the aquifer." The committee adopted the amendments and recommended the bill as amended.
Representative Biasucci moved and the committee adopted a substitute floor amendment to SB 16 24 that clarified enforcement in school zones and red-light enforcement. Representative Diaz moved a floor amendment to SB 16 83 that, according to the floor explanation, prohibits certain transfers of interests in real property to persons from, or acting on behalf of, China and raised the definition of "substantial interest" from 5% to 15%; members adopted the amendment and the committee recommended the bill as amended.
On final reading the chamber recorded several roll-call results: Senate Bill 11 88 passed by a vote of 38 ayes, 12 nays, 10 not voting; Senate Bill 15 60 passed 48 ayes, 2 nays, 10 not voting; and Senate Bill 17 23 passed 51 ayes, 0 nays, 9 not voting. The clerk recorded the actions and the bills were signed in open session for transmittal.
The House also took final votes on a group of House bills. House Bill 22 65 (court fees) passed 51–0–9; House Bill 24 04 (mental-health services) passed 50–1–9 after members described the bill as supporting police and mental-health responses; House Bill 29 50 (tourism improvement areas) passed 39–12–9; and House Bill 29 86 (environmental and water infrastructure provisions) passed 51–0–9.
Members instructed the clerk to record and convey the measures appropriately. The House adjourned until 10 a.m. on Thursday, June 11, 2026.
