Police Chief Heiser said the city purchased an all-terrain vehicle during a 2025 joint fraud investigation with Homeland Security Investigations (HSI) to support undercover and investigative work. He said HSI previously offered to reimburse the purchase, but an initial funding path fell through.
Heiser said HSI is preparing reimbursement through High-Intensity Drug Trafficking Area (HAIDA) funds passed through the city of Tucson; the grant application before council would reimburse the city for an asset it already owns. To meet eligibility, the city has agreed to make the ATV available to the regional SWAT team and the southern Arizona major investigations team.
Council members asked about transport (staff said trailers are available through public works and the fire department) and whether the asset could be used for Stone Garden deployments (staff said yes). The council did not take a formal vote at the working session.
Next steps: staff will move forward with the grant application and the required regional-use commitment if the council approves formal acceptance at a subsequent meeting.
