Eldorado Springs LID reports May effluent exceedances; Q2 DMR to reflect violations

The Eldorado Springs Local Improvement District Advisory Committee reviewed quarterly wastewater compliance data and was told that May effluent samples for biological oxygen demand (BOD) and total suspended solids (TSS) exceeded permit limits, meaning the Q2 Discharge Monitoring Report (DMR) submitted to the Colorado Department of Public Health and Environment (CDPHE) will reflect those exceedances.
According to ORC operations staff, quarterly DMR reporting requires the submission of the maximum monthly value from any month in the quarter; in this case, the May values are the highest and are in violation. ORC operations staff stated that the two-year rolling average used for some compliance calculations will remain in exceedance until the higher historical samples “drop out” of that rolling calculation.
ORC operations staff also reported that the plant's UV disinfection unit is fully operational and that E. coli results for June were within permitted limits. Staff added that a sludge haul is scheduled for July 24 to manage solids at the facility.
The agenda contained no public comment on the compliance matter. The committee did not record further actions tied to the exceedance during this meeting; staff signaled ongoing operational steps (the scheduled sludge haul) and the regulatory consequence that the Q2 DMR will record the May exceedances.
