On June 18 the commission authorized the city manager to issue an RFP seeking proposals to develop Hometown District Lot B, with several clarifying edits and a required $10,000 nonrefundable cost‑recovery payment to offset city review costs.
Commissioner Leaman, who moved the item, framed the effort as an economic catalyst for downtown and a potential revenue source to fund placemaking. Commissioners and staff clarified that a deeded alley/right‑of‑way along the parcel must remain open for vehicular access; the RFP was modified to require proposers to show how they would replace or provide interim parking for nearby businesses during construction and to prioritize an evaluation metric that weighs timing of payments as well as price.
The motion passed 4–1 (no: Commissioner Calle). City staff and counsel also confirmed the RFP will allow a base proposal aligned to the stated zoning envelope and accept alternative proposals (as with the recent City Hall RFP) so proposals can be compared on a consistent basis.
Commissioners asked staff to ensure the solicitation makes the city's evaluation objectives and comparisons clear (net present value emphasis, parking/mitigation expectations) and to include historic title constraints and the required cost‑recovery amount in the solicitation packet.
