Board approves SCS Engineers contract for Russell Gulch landfill expansion over one supervisor's objection

Matt, who presented the item for county staff, said SCS Engineers served as the design engineer of record and is familiar with the plans. He described the contract as a direct selection permitted under Arizona statutes for professional engineering services: “SCS Engineers is the design firm…they were the ones that are most familiar with the plans for construction, and they submitted a proposal, and we felt it was in the best interest of the county to have them continue to provide services for construction administration,” he said.
Supervisor Humphrey said she had many questions and asked for a fuller discussion in an upcoming work session; she later recorded the meeting’s lone no vote. The board approved the contract with two votes in favor and one against; the no vote was Supervisor Humphrey. Chair and Supervisor Klein voted aye.
The contract is intended to provide construction administration and oversight to ensure the landfill expansion is built according to plans and specifications; staff said funding will come from the Russell Gulch enterprise fund. The board did not identify amendments to the project scope at this meeting. Staff indicated they will provide more detailed information at a scheduled work session.
The board’s action authorizes the county to enter the contract and proceed with construction administration activities; billings and project oversight will follow procurement and contract-management processes.
