Commission reviews FY27 arts & culture grant panel recommendations; staff to finalize awards

The Surprise Arts & Cultural Advisory Commission reviewed the FY27 arts and culture grant panel’s recommendations on June 3 and discussed both operating‑support and project grant outcomes.

Staff explained the program goals: sustain and grow local arts organizations, expand access to cultural services, and ensure accessibility and equity in city resources. Operating‑support grants target nonprofit organizations whose arts programming is at least 50% delivered in Surprise and offer multi‑year funding. Project grants support specific arts programming or projects and can be awarded to organizations or applicants using fiscal sponsors.

Panelists described a thoughtful review process. The panel of commission representatives scored applicants (high/medium/low) and applied a formula that combined score and the applicant’s requested budget level to determine award amounts. The panel reviewed six project applicants this cycle; staff said the applications were detailed and that several applicants improved their materials based on prior panel feedback. A staff presenter noted that some organizations were on alternating‑year status and therefore were not required to undergo panel review this year.

Staff said the budget underlying the award amounts had been approved by the city council. Next steps identified in the meeting were final approval by the Sports & Entertainment Culture director, issuance of award letters to grantees, and a requirement that grantees submit a final report at the end of next year describing how grant funds were used.

Commissioners asked clarifying questions about applicants and noted a minor administrative issue (a misspelling on an applicant’s website) that staff said would be corrected. No formal roll‑call vote allocating awards was recorded during the meeting; staff framed the presentation as a recommendation and described the remaining administrative steps before awards are finalized.
