Commission approves BRAKE Masters auto service at 163rd Avenue and Pat Tillman Boulevard

The Surprise Planning and Zoning Commission voted unanimously on Thursday to approve a conditional use permit and site plan for a BRAKE Masters vehicle service and minor repair facility near the southwest corner of 163rd Avenue and Pat Tillman Boulevard.
Staff presented the proposal as a 5,400-square-foot minor vehicle repair center in the Assante Trails Commerce Centre, noting the project provides 17 parking spaces where 11 are required, includes eight service bays oriented away from the public right-of-way and nearby residential areas, and complies with site-specific standards in the Land Development Ordinance. Staff also said the applicant supplied a noise study showing sound levels fall within normally acceptable ranges under ANSI guidelines. The staff recommendation was approval subject to stipulations A–E.
Commissioner Perry moved to approve the conditional use permit with the site plan for Case FS25-1012, and the motion was seconded (motion text and mover/second recorded in the meeting minutes). The motion passed by voice vote with seven votes in favor.
No members of the public spoke during the public hearing for the BRAKE Masters application; staff concluded the presentation saying they and the applicant were available for questions. The commission’s approval carries the staff-recommended stipulations and requires the applicant to meet those conditions during the site-plan and permitting phases.
Staff contact indicated the project was designed to match the approved Asante Trails master site plan and must comply with any additional conditions set by the city during final permitting. The commission did not identify any further modifications when it voted.
