Planning & Zoning Commission approves Chipotle and Farmer Boys drive-throughs in Asante Trails

The Surprise Planning & Zoning Commission on May 7 approved conditional-use permits with site plans for two drive-through restaurants proposed in the Assante Trails Commerce Center.
Leslie, a city planner, told the commission the Chipotle proposal (case FS250682) calls for a roughly 2,457-square-foot restaurant with a single pickup-only drive-through lane, 28 parking spaces where 19 are required, and landscaping and pedestrian crossings consistent with the approved master site plan. Leslie said the neighborhood meeting produced no attendees and the city received no correspondence opposing the project. Chair Chapman opened the public hearing; no members of the public spoke. A motion to approve the Chipotle CUP, subject to stipulations A–E in the staff report, passed 7–0.
Later the commission considered Farmer Boys (case FS250457), a proposed 2,752-square-foot restaurant with a double drive-through lane and 20 parking spaces. Staff again reported a neighborhood meeting with no attendees and no correspondence. After a brief procedural hiccup during the recorded vote, commissioners recast their votes and approved the Farmer Boys CUP, also 7–0.
Both applicants presented architecture and site plans staff said conform with the Asante PAD and the Surprise Land Development Ordinance. The projects include requirements for drive‑through spacing from residences and other use‑specific LDO standards.
The commission’s approvals forward the projects to any remaining administrative steps required for building permits and site-plan review; staff noted required stipulations remain conditions of approval.
