City staff highlighted a net increase tied primarily to carryforward capital ($12.3 million) and implementation costs including a new fire MOU and compensation study recommendations. The presentation said the city expects 236.6 full‑time equivalent positions and forecasted a 2% overall increase compared with the prior year. "Our total in '27, without transfers, is 101,858,000," staff said while summarizing departmental changes.
During council discussion members reiterated the need to maintain reserves while meeting community priorities. On a motion to adopt Resolution R26‑510 setting the tentative spending limitation, Vice Mayor Parsons moved the resolution and the council approved it after a roll call that included three 'nay' votes; staff noted the final budget will return to council on May 19 for formal adoption and property tax adoption is scheduled for June 2.
The tentative adoption allows the city to proceed with state deadlines and further budget hearings; staff said line‑item adjustments and transfers will be finalized before the May 19 public meeting.
