Yavapai County supervisors delay action after redline of subdivision rules arrives late

A supervisor said the redline was received "less than 24 hours to this meeting" and criticized the draft — described in the meeting as roughly "80, 90 pages long" — for failing to incorporate changes the Board had previously requested. "I have real concerns about the document," the supervisor said, adding that it "needs work."

Board members said they needed more time to review the draft redline and to ensure instructions from prior meetings were reflected before voting.
Supervisor Mowery said they had received the redline only the day before the meeting and asked for a re-evaluation and fuller review. "There are things in there that were given direction about, but there's still the same wrong verbiage in there," Supervisor Mowery said, adding that most commissioners had not had time to read the changes.
After members raised similar concerns, Chair Compton moved to adjourn the session for the day so the Board could take more time to review the draft. The motion was seconded, a roll call vote was taken, and the Board adjourned without taking substantive action on the subdivision regulation item.
Procedural notes: Jamie conducted the roll call and announced a quorum. Commissioners Pice, Oberg, Cawthorn, Buchanan, Garrison, Eastwood and Griffis were recorded present; Commissioners Redocia and Cherry were recorded absent. The meeting convened an executive session earlier in the agenda and then returned to open session before the discussion and adjournment.
Next steps: Board members indicated they want staff to provide a clearer redline that incorporates prior direction and to allow adequate time for review before bringing the item back for deliberation or a vote.
